The Tailor Shop becomes available early in the game, specifically after exploring the Deepwood Forest. After Galiene gifts you your first potion and you begin mastering your equipment, you'll meet the tailor in the plaza, who will comment on your clothing, thereby unlocking this location.

In this shop, you can find most of Celica’s clothes. To purchase an item, you will need coins, 5 pieces of Greater Alchemite, and a specific drop item.
